The Saratoga County Department of Health oversees the operation and maintenance of bathing beaches in accordance with New York State Sanitary Code, Subpart 6-2 Bathing Beaches. This regulation aims to ensure a sanitary, healthful and safe environment for the public using these beaches.

Public Health Specialists inspect may elements of a bathing beach including:
1. Water Quality: Inspectors check for bacteria levels, particularly E. coli, and other contaminants to ensure the water is safe for swimming.
2. Beach Facilities: This includes the condition of restrooms, changing areas, and showers. They assess cleanliness and availability of supplies like soap and toilet paper.
3. Lifeguard Services: If lifeguards are present, inspectors evaluate their training, certification, and overall readiness to respond to emergencies.
4. Signage: Proper signage regarding swimming rules, water quality alerts, and emergency procedures must be visible and clear.
5. Waste Management: The disposal of trash and waste is reviewed to ensure there are adequate receptacles and that they are being emptied regularly.
6. Safety Equipment: Availability and condition of rescue equipment, such as rings and buoys, are inspected.
7. Environmental Concerns: Inspectors may look at potential hazards, like sharp objects or dangerous currents, as well as the overall cleanliness of the beach area.
8. Access and Egress: The ease of access to and from the beach for swimmers, including pathways and any barriers that might pose risks.

Bathing beach operators’ responsibilities include, but are not limited to:

1. Water Quality Monitoring: Regular testing of water for contaminants and ensuring it meets safety standards.
2. Maintenance of Facilities: Keeping restrooms, changing areas, and other facilities clean and in good repair.
3. Safety Measures: Implementing safety protocols, including lifeguard presence, signage, and emergency response plans.
4. Sanitation: Ensuring proper disposal of waste and maintaining hygienic conditions.
5. Compliance with Regulations: Adhering to local and state health regulations and reporting any violations or issues to the appropriate authorities.
6. Public Education: Informing beachgoers about safety practices and potential hazards.
