Important Information:

REAL ID/EDL Deadline: New Yorkers who wish to fly within the U.S. using only their New York State issued driver license or non-driver ID will need a REAL ID or Enhanced Driver License or non-driver ID beginning October 1, 2021.

Expired NYS Licenses, Permits, Non-Driver IDs: The New York State Governor’s extension for expired DMV documents ends November 3, 2020. Please visit the NYS DMV Reopening Guidance page for more information.

License & Identification Cards:

  • Federal REAL ID compliant

  • Accepted at US land or sea border crossings from Canada, Mexico and some Caribbean islands

You can renew up to 1 year before and 2 years after your license expires without affecting the new document’s expiration date or required fees.

Bring with You:

  • Completed MV-2 Renewal Letter (if you do not have this document, please fill out form MV-44)
  • Current License or Proof of Name
  • Must pass vision test

Expired Documents: If your license expiration has exceeded 2 years you will need to apply for a new learner permit.

License/Non-Driver ID Upgrades: If you are upgrading to a REAL ID or EDL, you will have to provide additional proofs of identity and residency as required for the license type you want. Please see REAL ID or Enhanced Driver License above.

Motorcycle License Renewals: If you have any other class combined with Class M or MJ (example: DM), an additional $8.00 fee will be added to the renewal cost.

To get a learner permit, you must:

  • Be 16 years or older
  • Apply in person at a DMV office

Bring with You Original or Certified Copies:

  • Proof of age
  • Proof of residence
  • Proof of identification
    • The proofs of identification you must provide depend upon which type of learner permit for which you apply. Please see REAL ID, Enhanced Driver License and Standard Driver License for acceptable proofs and more information for each license type.
  • You must pass both the written and vision test to receive a learner permit.
  • The total fee will include a $10 application fee, a $12.50 document processing fee, and a license fee; the total will not exceed $120.

Permit Renewal:

To Renew your Permit, Bring with You:

  • Completed MV-44 Form
  • Expired Permit or Proof of Name

The written and vision test must be completed once more prior to receiving your new permit. If the written exam was passed within 2 years, it may be waived.

Expired Permits:  If your permit has expired AFTER 2 years, please see the instructions above for first time applicants.

First Time Applicant:

Upon passing the road test, you will be issued a temporary motorcycle license by the examiner.

If you do not have another class of NYS driver license, you will receive your motorcycle license with your photo by mail in approximately two weeks after the date of your road test. You do not have to visit a DMV office.

If you already have another class of NYS driver license, wait at least seven days following your road test to apply for your motorcycle license at your local DMV office. Make an appointment for a “license amendment.”

Bring with you:

  • Completed Form MV-44
    • Mark the “Change”  box at the top, and write in “Add Class M (or MJ)” in the “Other Change” box
  • Temporary motorcycle license,
  • Motorcycle learner permit, and
  • Current photo driver license
  • Payment for the $12.50 fee to amend your driver license

Both driver license classes will be listed on your new document.  The new driver license will expire on the same date as your previous one. The DMV office will issue a temporary driver license without a photo to you. Please allow two weeks to receive your new photo driver license by mail.

First Time Applicant, Bring with You:

  • Completed Form MV-44
  • Proof of Identity
  • Proof of Age
  • Current Driver License (Class D or DJ) or a Learner Permit (Class D or DJ), if you have one
  • Payment for $10.00 application fee and motorcycle license fee

When driving with your motorcycle permit you must be under the general supervision of  a driver who is 21 years or age or older and has a valid motorcycle license from NYS or another state. The driver must remain within 1/4 mile of you at all times.

Motorcycle Permit Renewal:

  • If you do not have another class, your Class M or MJ permit is valid for a maximum of five years. You cannot renew the permit. If your permit expires, you must apply for a new permit and take the written test again.
  • If you do have another class of NYS driver license, your Class M or MJ permit is valid for one year and you can renew the permit for one additional year. To get a new permit after a renewal, you must apply for a new permit and take the motorcycle written test again.

First Time Applicant, you must:

  1. Have a New York State driver license (Class D, Class E, or Non-CDL C) or a valid CDL from another state
  2. Apply for a CDL Permit at a DMV office and pass the written test (See requirements under CDL Permit)
  3. Prepare for your road test and practice with a supervising driver
  4. Schedule and pass the CDL road test

Upon passing the Road Test:

Commercial drivers will be issued a receipt indicating you must wait one business day before visiting a DMV office to obtain a Commercial Driver’s License document. Bring this receipt and a completed MV-44 license application and your current license to your DMV appointment. Make an appointment for a “license amendment.”

CDL Renewal:

You will need to meet the requirements to renew any type of driver license AND:

  • Meet federal medical certification requirements.
    • You must indicate compliance when you answer the required questions on the MV-2CDL (included in your renewal notice).
  • Provide proof of your legal presence in the United States on DMV records.
    • Documents provided must be original; photocopies are not accepted.
    • Documents submitted as proof of residence must have your current residence address on it (P.O. Box NOT permitted).
    • If you are a U.S. citizen or lawful permanent resident, you will only need to provide this proof on the first (original, amendment, reciprocity or renewal) application on or after June 18, 2015. We will retain the proof on your driving record.
    • If you are temporary visitor, you will need to provide proof of legal presence in the U.S. with every application. Your new document will have the legend “NON-DOMICILED” and also “TEMPORARY VISITOR” and the expiration date of your legal status in the United States printed on it.

Non-excepted Interstate or Non-excepted Intrastate

If you indicate the driving types NI (Non-excepted Interstate) or NA (Non-excepted Intrastate) on your renewal, you must provide a legible copy of your current USDOT Medical Examiner’s Certificate to DMV if it is not already on file. Please see Federal Requirements for Commercial Driver License (CDL) Applicants  (MV-44.5) to help you determine your driving type.

Per federal regulations, the DMV will check for any open suspensions or revocations you may have in any state.  If you have an open suspension or revocation, we will reject your application. An applicant’s current CDL document will be voided and returned when issuing a new CDL document.

First Time Applicant:

To get a CDL for the first time, choose “CDL Test” when booking your appointment.

When you apply for your original CDL (Class A, B or C), you are required to:

  • Have a New York State driver license (Class D, Class E, or Non-CDL C) or a valid CDL from another state
  • Meet the Federal medical examination requirements
  • Prove your legal presence in the United States
  • Certify that you did not hold a driver license in any state or in the District of Columbia except New York in the last 10 years; if you have you must report every US state (or the District of Columbia) where you held a driver license in the last 10 years.
  • Pass the written commercial learner permit test for the CDL that you need. There is an application fee of $10.00 and includes both knowledge and endorsement test if taken at the same time. Tests not taken and passed at time of initial application will require an additional $5.00 fee.
  • Pay the $40.00 fee to take the CDL road test (skills test). This must be paid before scheduling your road test and may be paid at your local DMV office upon issuance of your commercial learner permit.

Important: New York State offers three types of licenses: Standard, REAL ID & Enhanced. You must meet the criteria for and provide proofs of identification and residency as required for the license type you wish to receive. Please see each license type above for more information about proofs and requirements for each.

Please Note: The supervising driver must have a driver license that is valid to drive the commercial motor vehicle that you use for practice.

Commercial License Permit Renewal:

CLPs will be valid for only 180 days with one renewal for an additional 180 days, after which the holder will have to apply for a new CLP, including retaking any required knowledge tests. An applicant’s current CLP document will be voided and returned when issuing a new CLP document.

A person of any age with lawful status in the US can get a non-driver ID card.

First Time Applicant, Bring with You:

  • Completed Form MV-44
  • Proof of Name
  • Proof of Date of Birth
  • Social Security Card

If you are getting a REAL ID or Enhanced Non-Driver Identification Document, you must provide additional proofs of identification and residency as required for those documents. Please see REAL ID or EDL above.

If you already have a current license or permit you will only need to present your license/permit and complete form MV-44.

If you are not yet 16 years old, your parent or guardian will need to complete the consent section on page 2 of form MV-44.

A temporary non-photo document will be given to you until you receive your photo ID card in the mail (approximately 2 weeks).

Documents and fees mirror that of a first time applicant.

Other Services and Information:

First Time Applicant:

  1. Determine what class and type you need.
  2. Schedule and pass the written permit test.
  3. Practice driving and take a pre-licensing course.
  4. Schedule and pass the road test.
  5. Upon passing your road test you will be given an interim license by the examiner. Keep this with your photo learner permit until your new license arrives in the mail (approximately 2 weeks). You may use these to drive until you receive your new license.

You can find the acceptable proofs of identification or residency for any type of license, permit or non-driver ID by downloading the Proofs of Identity ID-44 form or by using the NYS DMV’s online Document Guide.

Before Age 18:

If you are 17, have a junior driver license or limited junior driver license, and have completed a state-approved high school or college driver education course, you are eligible for a senior driver license (Class D or M).  You can make an appointment for a license amendment transaction.

Bring with you:

  • Completed Form MV-44
  • Current License
  • Driver Education Certificate of Completion (received from instructor, form MV-285)

There is a $5.00 transaction fee for a Driver Education Certificate of Completion.

At Age 18:

You will automatically receive a senior license in the mail when you turn 18, if you were not eligible to receive a senior license before you turned 18.

To exchange your out-of-state license for a NYS license, visit a DMV office with the following:

  • Completed Form MV-44
  • Proof of Name
  • Proof of Date of Birth
  • Social Security Card
  • Out-of-State License
  • Pass a vision test at the office or provide a Vision Test Report.

REAL ID: If you are exchanging an out-of-state REAL ID for a New York State REAL ID, you must bring documentation to prove your identity, date of birth, authorized presence, social security status, and proof of NYS residency, as well as proof of name change if applicable. Please see the REAL ID and Enhanced Driver License sections for more information.

To get a replacement license, permit or non-driver ID, choose the “plate surrender or duplicate license or duplicate registration or duplicate title or EZ pass” selection on the appointment booking calendar.

Bring with you:

  • Completed form MV-44
  • Proof of name
  • Form MV-78B completed by police agency, if your document was stolen or lost due to a crime

To get a free replacement for a driver license or learner permit that was stolen or was lost due to a crime, you must get form MV-78B from a police agency. This form is available only from police agencies, not from the DMV.

Fees:

The fee to replace a driver’s license and permit is $17.50. The replacement fee for non-driver ID cards is $8 (valid for 4 to 8 years) or $6.50 (valid for 10 years, if 62 or older AND collect SSI you may be exempt from this fee).

To change your name on your driver license or non-driver ID, you will need to make an appointment for a license amendment.

  • Completed Form MV-44
  • Proof of New Name
  • Current photo license, permit, or non-driver ID card OR proof of former name

If you are a qualified U.S. military veteran who was honorably discharged, and you have a NY State driver license, learner permit or non-driver photo ID card, you may have the word “Veteran” printed on your photo document.

Once you receive the veteran status designation, “VETERAN” will be printed on all future photo documents when you renew or replace them.

You can request Veterans Status when you renew or upgrade your license. To request Veterans Status without renewing or upgrading your license, choose the “license amendment” selection on the appointment booking calendar.

Bring with You:

  • Proof honorable discharge from the United States military. Must be original or a certified copy. (qualifying forms include DD-214, DD-215, WD AGO 53, WD AGO 55, WD AGO 53-55, NAVPERS 553, NAVMC 78PD, NAVCG 553)
  • A written request to add the designation
  • Completed Form MV-44
  • Current Driver License or Photo Document

***If you are a Veteran who has been honorably discharged from the U.S. military you may also file your original DD-214 discharge papers with the Saratoga County Clerk’s Office and get a F.A.V.O.R. program card to receive discounts at participating businesses throughout Saratoga County.***
