Apply for a driver license, learner permit or non-driver ID card at any of our three convenient DMV locations!

  • Information and forms needed varies with each type of license/permit/ID. Please see below to find the documents you will need.
  • All forms must be filled out prior to your visit.

REAL ID/EDL Deadline: The REAL ID enforcement date is May 7, 2025.

First Time Applicant:

  1. Determine what class and type you need.
  2. Schedule and pass the written permit test.
  3. Practice driving and take a pre-licensing course.
  4. Schedule and pass the road test.
  5. Upon passing your road test you will be given an interim license by the examiner. Keep this with your photo learner permit until your new license arrives in the mail (approximately 2 weeks). You may use these to drive until you receive your new license.

Before Age 18:

If you are 17, have a junior driver license or limited junior driver license, and have completed a state-approved high school or college driver education course, you are eligible for a senior driver license (Class D or M).  You can make an appointment for a license amendment transaction.

Bring with you:

  • Completed Form MV-44
  • Current License
  • Driver Education Certificate of Completion (received from instructor, form MV-285)

There is a $5.00 transaction fee for a Driver Education Certificate of Completion.

At Age 18:

You will automatically receive a senior license in the mail when you turn 18, if you were not eligible to receive a senior license before you turned 18.

To exchange your out-of-state license for a NYS license, visit a DMV office with the following:

  • Completed Form MV-44
  • Proof of Name
  • Proof of Date of Birth
  • Social Security Card (not required for standard license)
  • Out-of-State License
  • Pass a vision test at the office or provide a Vision Test Report

REAL ID: If you are exchanging an out-of-state REAL ID for a New York State REAL ID, you must bring documentation to prove your identity, date of birth, authorized presence, social security status, and proof of NYS residency, as well as proof of name change if applicable. Please see the REAL ID and Enhanced Driver License sections for more information.

To get a replacement license, permit or non-driver ID, choose the “plate surrender or duplicate license or duplicate registration or duplicate title or EZ pass” selection on the appointment booking calendar.

Bring with you:

  • Completed form MV-44
  • Proof of name
  • Form MV-78B completed by police agency, if your document was stolen or lost due to a crime

To get a free replacement for a driver license or learner permit that was stolen or was lost due to a crime, you must get form MV-78B from a police agency. This form is available only from police agencies, not from the DMV.

Fees:

The fee to replace a driver’s license and permit is $17.50. The replacement fee for non-driver ID cards is $8 (valid for 4 to 8 years) or $6.50 (valid for 10 years, if 62 or older AND collect SSI you may be exempt from this fee).

To change your name on your driver license or non-driver ID, you will need to make an appointment for a license amendment.

Bring with you:

  • Completed Form MV-44
  • Proof of New Name
  • Current photo license, permit, or non-driver ID card OR proof of former name

If you are a qualified U.S. military veteran who was honorably discharged, and you have a NY State driver license, learner permit or non-driver photo ID card, you may have the word “Veteran” printed on your photo document.

Once you receive the veteran status designation, “VETERAN” will be printed on all future photo documents when you renew or replace them.

You can request Veterans Status when you renew or upgrade your license. To request Veterans Status without renewing or upgrading your license, choose the “license amendment” selection on the appointment booking calendar.

Bring with You:

  • Proof honorable discharge from the United States military. Must be original or a certified copy. (qualifying forms include DD-214, DD-215, WD AGO 53, WD AGO 55, WD AGO 53-55, NAVPERS 553, NAVMC 78PD, NAVCG 553)
  • Completed Form MV-44
  • Current Driver License or Photo Document

If you are a Veteran who has been honorably discharged from the U.S. military you may also file your original DD-214 discharge papers with the Saratoga County Clerk’s Office and get a F.A.V.O.R. program card to receive discounts at participating businesses throughout Saratoga County.

You must make an appointment to pay a civil penalty in a Saratoga County DMV office. Choose the “license issues or suspensions” selection on the appointment booking calendar.
