The Human Resource Offices are open and receiving visitors.  As we continue our effort to protect our employees and community against COVID-19/Delta, visitors to the Department of Human Resources, and all County locations, that have not received a COVID-19 Vaccination, will be required to wear a mask or face covering, maintain a social distance of 6 feet, and sign a visitors log at the front desk.  Standard mail and our drop box may continue to be utilized for applications, insurance payments, direct deposit forms and additional forms and communication as preferred.  County application forms, exam and employment notifications are also posted in the same location of the drop box, as well as on our website.  If you require additional assistance or need to speak to a member of this Department, please utilize our phone and email system.  We thank you for your patience while we respond to calls and concerns as timely as possible.

If you are currently submitting a check for your monthly health insurance premiums, please continue to do so as scheduled.  Although the processing time for payments may be delayed, this will not impact your health insurance coverage.  Please feel free to call and/or email with any questions or concerns.

depticon2Department Description

The goal of the civil service system in New York, likewise the goal of the Saratoga County Department of Human Resources, is to attract, develop, and retain a diverse well-qualified and professional workforce that reflects the high standards of the State of New York. This merit system is based on Article V, Section 6 of the New York State Constitution, which provides that appointments and promotions in the civil service of the state and all of the civil divisions shall be made according to merit and fitness; and, as far as practicable, shall be in the competitive class. One of the main functions of this department is to carry out the State Civil Service Law and constitutional mandate.

Civil Service Administration

If you are seeking a position at the local government level, this is the place to discover the possibilities within Saratoga County.  There is a large diversity of positions with various minimum qualifications.  Civil Service Examinations are administered throughout the year for competitive class positions and are updated regularly.  In order to be eligible for a particular exam, minimum qualifications must be met and clearly stated on your application.  The process involves obtaining an application, filling it out, and sending it back to this office before the filing deadline.  If you meet the qualifications, you should expect to receive an admission letter approximately one week prior to the date of the exam.

Labor Relations

This Department negotiates and administers the County’s collective bargaining agreements.  This includes the adjudication of conduct and discipline cases as well as employee grievances.  The County has agreements with the following employee unions: Saratoga County General Unit of CSEA Inc., Saratoga County Deputy Sheriff’s Police Benevolent Association, and Saratoga County Deputy Sheriff’s Benevolent Association.

Equal Employment Opportunity, Affirmative Action and Title VI

Saratoga County does not discriminate due to race, creed, color, national origin, citizenship, age (with provisions), sex, religion, marital status, pregnancy, non-disabled or disabled veteran’s status, arrest record, disabled/handicapped impairments, limited English proficiency, low income status, political affiliation or belief or employment, its programs, or activities. The Director of Human Resources, as both the County’s Affirmative Action Officer and the County’s Title VI Coordinator, is responsible for overseeing implementation of Saratoga County’s external and internal Civil Rights program activities to ensure equal opportunity for all.

The Equal Employment Opportunity and Affirmative Action Plan can be found by clicking here.
The Title VI Plan can be found by clicking here.

Human Resources

The Department prepares personnel policies and procedures, conducts County orientation, NYS Retirement Seminars, and other human resource training for its employees.  This Department also administers employee and retiree health insurance programs, Deferred Compensation, Disability Insurance as well as many other personnel functions such as attracting and recruiting of new employees.

Employee Health and Safety

The Department administers the County Worker’s Compensation Program and oversees all required safety policies, procedures, and training of Department staff including a Defensive Driving Course.  Our Department staff also conducts an exit interview program.

Classification and Compensation Studies

The Department conducts classification surveys for positions within the County as well as for its jurisdictions.  This will ensure accurate job specifications and relevant exam content for those employees.  Generally, the classification study shall provide a foundation for future career development plans for these employees.  Likewise, compensation studies are conducted when necessary, to ensure internal equity of pay amongst all positions within a jurisdiction.  Also, these studies review current salaries for competitiveness with similar titles in other public or private sector entities.  The object is to effectively recruit and retain employees in all positions within the studied municipality.

The Saratoga County Human Resources Department accepts applications for employment and/or Civil Service examinations for Saratoga County employees. We also provide civil service administration for the following Towns, Villages, School Districts, and Special Districts within Saratoga County.
